Add HIP for OCI Registry Aliases

This adds a HIP for the support of aliases for OCI registries.

As there seems to be a concrete implementation now, would it be possible to accept this HIP?

Its been a long time since this HIP was created.

Helm IMHO still sorely needs this functionality.

I think it might be better to support an existing standard e.g. https://github.com/containers/image/blob/main/docs/containers-registries.conf.5.md#remapping-and-mirroring-registries
