This PR removes the end-of-life PHP 8.2 image variants from the PHP devcontainer image definitions and bumps the PHP image manifest major version to reflect the breaking change in supported tags/variants.

As per the timeline present at #1464 & official php support page https://www.php.net/supported-versions.php,
The PHP Variant 8.2 has now reached end of life and it's support is restricted to request based access only.
Hence we are removing this variant from the repo.
Manifest requires a major bump, 3.0.7 to 4.0.0, due to change in supported images which is a major change.
